What's the meaning of homeorhetic here? Is it a common word? Why is it not easy to find its meaning online?

In reality, cognitive structures most closely resemble biological equilibria, either in their static or homeostatic form or in their dynamic or homeorhetic one.

Homeostasis is relatively common term. It refers to stable situation where everything works in harmony. Homeorhesis refers to a dynamic situation in which a biologic system is moving towards homeostasis. It is far less common.
