The people patrolling the border ride on horses.
 
Did you consider looking up "[on] horseback" in good dictionaries (or even on Google) before asking here?
 
Ya, I did. I though it was a phrase and had a different meaning.
But after I read the whole passage, I figured out it just means "riding a horse". So I wrote on the comment that "I have already figured out what it means". But for some reason, the comment did not successed.

It is the image of people on horseback using the reins to strike people of colour that is the basis for the comparison.
 
Which is a lie because no one was struck by reins.
