Can I use "what about you" and "how about you" interchangeably instead of "are you angry/tired too?" and "do you want to live by the sea too?"

A: "I feel tired." What about you?"

A: "I am so angry." "What about you?"

A: "I want to live by the sea." "What about you?"

It's not logical for B to ask A the question. A just told B how s/he feels.

"Can I use "what about you" and "how about you" interchangeably"? Yes, in your examples.

A: "I feel tired. no quotation marks here What about you?"

A: "I am so angry. no quotation marks here What about you?"

A: "I want to live by the sea. no quotation marks here What about you?"

See above. I don't understand why they're all marked "A". You've given us three separate sentences. It would make sense to call them "A", "B" and "C" or number them.

I left it by chance. Sorry. So are they always interchangeable?

We never say that two things are always interchangeable. As always, context is everything.
