Is the indefinite article missing in the name of the presentation, 'How to create Android application' ?

Yes it is certainly missing.. It should read "How to create an Android application."

But in India the omission of the article is standard fare.

And in the titles of chapters or parts of instruction manuals, articles are often omitted.

When I read technical literature, I often have a feeling in some parts articles are omitted, which may make sense as nowadays English is widely used by non-natives, which in turn leads to the language simplification.
However, not being native, I cannot claim that..

You're correct, I used to proofread Japanese and Korean chemists academic papers and decided to get out of the business because it was too frustrating -- you have to rewrite some peoples' English, not fix it up. Lots of academic papers out there have A- English in them.
