How to describe a dust storm

How about "cloud" and "envelop". I've actually been in one of those in northern India. It's a horrible experience. The grit gets into your eyes, nose and ears and your mouth too if you open it. There is no escape. You just have to curl up and endure until it ends.

A massive cloud of dust rose up and devoured/ enveloped the whole city in an instant.

By the way, does devour work?

Not unless the city was permanently buried.
