Is this sentence a complete and a correct sentence? I suppose it should be "how do we interpret the reports on China’s actions on containing the coronavirus?" Or "How should the reports on China’s actions on containing the coronavirus be interpreted?"​
 
They are both correct but the first using the active voice is better.
 
If commenting on how other people - the media, etc - should comment, then the passive is fine.

You can use either one. Neither is necessarily better than the other.
 
To answer the question—yes, you're correct that it is not a complete sentence, in the grammatical sense of the word. I call it a 'How to?' phrase.

Both of your versions are complete sentences, grammatically speaking.
