[Grammar] How to use "factoring" & "and"

I am writing a sentence (below) for my research. I don't know if I should use "Factor" or "Factoring" to start a sentence. And, is it better to add an "and" to connect the next sentence?

Factor in vast foreign exchange reserves and tight central government control of the banking sector, and it appears the credit situation in China is well under control. An imminent debt crisis is therefore highly unlikely.

The first word should be "factoring". The "and" is incorrect.

The sentence is correct as it is. I don't see how 'factoring' could work there.

This 'Do one thing and another thing happens' is roughly equivalent to a conditional sentence:


If you factor in vast foreign exchange reserves and tight central government control of the banking sector, then it appears the credit situation in China is well under control.
 
If you use "factoring" lose the "and."
 
The sentence is correct as it is. I don't see how 'factoring' could work there.

It works as a participial phrase with the change I made. A second read of the sentence as an imperative made the original better.
 
You're right - sorry. If you make it "factoring" AND drop the "and" you're good. But the original is also fine. I think we're all in agreement now.
