Can I say the below sentence? Is it correctly?
I'm sorry I’m not having any free time today.

Or are there other better constructions?

Your sentence is not correct, for the following reasons:

1. It should be two sentences, the first of which is "I'm sorry".
2. The continuous doesn't work there. You need "I don't have any free time today" or "I won't have any free time today".
 
There is also other way, as I understand.

"I have no free time today."

But if we compare "I don't have any free time today." vs "I have no free time today." is the first one more emotional?

May be you can say which version is more used?

"I have no free time today" is also correct. None of the suggested sentences is any sense emotional. They're simply different ways of stating the same fact. Here are the main ways I can think of:

I have no free time today.
I don't have any free time today.
I won't have any free time today.
I haven't got any free time today.
I've got no free time today.
I'm not free at all today.
I'm busy all day.
