Hi,

In these sentences, I have attached here a photo for you to see. and I attached here a photo for you to see. Do they express the same thought?
 
I think they're the same if that is the whole sentence. If you continue the sentence by saying when you did that (ex. yesterday), then you need
simple past.

Not a teacher.

I agree with 99bottle's main answer. However, I find the position of "here" unnatural. In fact, there is no need for it at all. Nor is there really any need for "to see". If you attach a photo, the assumption is that you want the recipient to look at it.

I have attached a photo for you.
I attached a photo for you yesterday.
