What's the difference between "I don't sing" and "I can't sing"? "I don't sing" is translated as "I can't sing". Does "I don't sing" stress your inherent incapability of singing while "I can't sing" is for "I can't sing temporarily"?

Jim replied in a soft voice, “I don’t sing,” and it was true. Although he was an excellent oboe player, he was unable to sing a simple melody.
 
Because he couldn't sing, he didn't sing. The translator has taken liberties with the original.
