English is not official language in my country. Since I got here, I've started speaking English. before that I had never spoken English.

Is the bold sentence OK? Because right now I am speaking English, I think I can't use "I have never spoken English", right? This situation has happened to me a lot and I am wondering what is the appropriate verb here?

No. It needs a capital letter.

The bold sentence still lacks a capital letter.

See above.

If I want to remove "before that", does the following still make sense?

English is not the official language in my country. Since I got here, I've started speaking English. I had never spoken English in my country.

No, that would be better expressed as "I never spoke English in my country".

Many countries have more than one official language.

I would use the past perfect if, at some point later, the speaker did start speaking English in their country.

I'm from Pakistan. I now speak English when I'm there because I learnt English last year in London. I had never spoken English in my country [before that].
