I want to express my opinion in which I don't full agree or disagree , which of the following is best


Egypt is the best country to live in.

A: I party agree. Egypt and in particular Cairo is the most populated city in Africa and commuting during daytime is hard due to traffic congestion, overcrowding, poor infrastructure, lack of adequate transportation means

B: I somehow disagree with you. Egypt and in particular Cairo is the most populated city in Africa and communting during daytime is hard due to traffic congestion, overcrowding, poor infrastructure, lack of adequate transportation means.

C: I somewhat disagree with you. Egypt in particular Cairo is the most populated city in Africa and commuting during daytime is hard due to traffic congestion, overcrowding, poor infrastructure, lack of adequate transportation means.

D: While Egypt is a beautiful African country with timeless history and low cost of living, Egypt and in particular Cairo is the most populated city in Africa and commuting during daytime is hard due to traffic congestion, overcrowding, poor infrastructure, lack of adequate transportation means.

This doesn't work, because Egypt is not a city! Think about it and decide whether you want to write a sentence about Cairo or Egypt.

Always end a list with "and" or "or".
B: I somehow somewhat disagree with you.
If this is for speaking practice then "with you" is okay, but in writing it wouldn't be appropriate. Note also the correction.

That's not natural, and it certainly doesn't work in a speaking exam context. Say, for example, "I'm afraid I don't fully agree".

Both. I don't know which phrases appropriate in speaking and in writing.
 
"Somehow" is incorrect there. Presumably you mean somewhat, or to some extent. See post number 2 above.

In IELTS academic writing, you are expected to use formal wording and avoid casual/informal phrases. Speaking can be a bit less formal, but not too casual, of course.
