I would like to talk about a memorable birthday celebration when I turned eight. I remember the day as vividly as if it were yesterday.

They're both possible. It's also possible to remove "as vividly" (sentence 1) or "vividly" (sentence 2) to leave "I remember the day as if it were yesterday". Most people remember things that happened yesterday pretty vividly anyway.

Can we always use "as .. as if" in the way we use "as .. as"? It is the first time I see such use of "as ... as if".

No. This sentence is special in that it combines as ... as and as if. It's not common to do this.
