If it's written on a birthday card, it might be:

Wishing you a Happy Birthday!

Think about whether a sentence is meant to be spoken or written. This is the same difference as with the sentences in your other thread.
 
Happy birthday!

Or:

Happy birthday to you!

Those are the ones I use, and I have rarely seen anything else.
