Someone called you and you didn't call back him intentionally and he said to you that "You could have called back".
Can we say the following? Which one is correct?

  1. I would have called back you if I had wanted.
  2. I could have called back you if I had wanted.
  3. I would have called back you if I wanted.
  4. I could have called back you if I wanted.

Reverse 'back' and 'you' and they are all OK.

Also reverse "back" and "him" in your opening sentence. The phrase is "to call someone back", not "to call back someone". You also need to move "intentionally". At the moment, it sounds as if you failed to call him back accidentally. This is how it should look:

Someone called you and you intentionally didn't call him back.
