If found out using and carrying fake goods, he would be charged by law.

Can 'found out' go with the '-ing' form? That is, can we say 'find out sb doing sth'?

Your blue sentence is correct (though it would be equally correct without 'out').

If you mean 'Can we say "We found out John stealing"?' then no - we don't say it like that.
