- If I've finished/finish writing my paper by tonight, I'll go out with my friends.

- If I've finished/I finish writing my paper by tonight, I'll go out with my friends.

See above. You can use either "If I've finished" or "If I finish", but not "If I've finish", which is what your post suggested.
 
"Have finish" is never right.
