What does the following in red mean in the context?

It turns out that Meng is indeed a unique and skillful, if way out-of-the-box, meditation teacher, as depicted in the tongue-in-cheek cartoons.

This phrase is really popular in the United States at the present time. But who knows? Maybe in a few years, it will be gone. Phrases come and go.

As you know, the United States and Europe are having terrible economic problems.
And the leaders are using the usual measures: raise taxes, cut social services, dismiss people from their jobs.

Many people are saying to their "leaders": Why don't you guys think outside the
box and come up with some measures that have never been tried before?

When a private company is having problems, the executives try to think outside the box in order to get more business. For example, a famous hamburger restaurant chain is now offering home delivery! And a famous coffee house chain is now offering beer and wine! In these tough economic times, all of us have to think outside the box.
