- Are these interchangeable in meaning or are there differences?

They mean the same and are both natural. I wonder if you meant to ask us if one was more common than the other.

I'd say the first is a little more common, but without "that". Also, in BrE we'd put "for" before "last few years". To clarify:

I just want to say I'm sorry I haven't been there for you for the last few years.
