In fact vs Instead

I came across a question saying "It turns out that a dreamer's eye movements are unrelated to the content of his or her dream. ____, eye movements are produced by a cluster of cells in the brain stem."

a) In fact b) Instead c) In addition d) In short

Can you explain to me why "In fact" cannot be the answer??
I believe both In fact and Instead make sense
