In or on + time

"In" is usually used to express the lenghty of time, but "on" is also used in this sentence. Are they both interchangeable?

On the 87th minute, Alidou headed in from a corner for the visitors, and all of a sudden you had a feeling the game could turn.

Spurs looked to have it sealed when Bryan Gil won a penalty in the 90th minute, only for Harry Kane to shoot over the target from the spot, getting those out of the way before the World Cup.

 
They're not interchangeable.

'On the 87th minute' means at the precise moment when the clock ticked over to 87; 'in the 90th minute' means at some time during the 90th minute.
