Hello,

In order to vote to take place, a quorum must be present.

In order for voting to take place, a quorum must be present.

Can we use 'in order for + Ving' instead of 'in order to + V'? I think we can use the second usage in spoken English, is that right?

In this sentence, you must. The first is not correct.
 
If you want to use "vote" (noun) then you need to say "In order for a vote to take place ..."
If you want to use "to vote" then you must omit other words - "In order to vote, a quorum ..."
