A) in the early stages
B) under investigation

The answer is B but I have no idea why I couldn't choose A. There's nothing wrong with it grammatically and it has a clear meaning as well (to the best of my knowledge, that is). Any idea?

I would have said A) is the only correct answer. I would not expect a project to be "under investigation" - that's normally reserved for when the police or some other legal authority look into something.

By the way, was it definitely "conversation", not "conservation"?

Ah shot. It's "conservation". Thanks for pointing that out. And is A still the only correct one after I made the change?

I'd say either answer is possible, but A is much more likely and natural.
