There's nothing wrong with "report". Look at the other verb.

Can I also say "In the USA a lot of people claim to have seen the UFOs"? Can it be used for a regular activity or for something that has already been done?

You can, and it's better that way.

You shouldn't use the definite article because you're not talking about specific UFOs that you've mentioned before. People think they've seen UFOs in general.

In the USA, a lot of people claim to have seen UFOs/a UFO.
That's correct, but it uses three words where the exercise asked for two. The words you need there are "having seen", and I agree with emsr2d2 that this is beyond your current level.

In case it wasn't clear, it's never right to say "report of seeing" something.

Remember: never put a space after an opening quotation mark.
