1. Brazil had spent billions of U.S. dollars on the soccer tournaments, but health, education and transportation infrastructures were neglected.

I would go with the first option.

I used google search and found that there is public health infrastructure both in Canada and India, and there is educational infrastructure in Mexico. So if I rephrase the terms in sentence #1, then is it correct? Thank you again.
