Seems like it's just a silly catchphrase for the children's rhyme.

2. Please give you threads titles that tell us seomthing, like the word or phrase you are looking for, so you don't have 19 threads all entitled "meaning."
3. For the love of all that's holy, if you have a word or phrase that you can't find in a dictionary, then give us the CONTEXT in which you've seen it, because if' it's not common enough for you to find it ,on your own, we'll need to know how you saw it being used!
