What does "Is it any wonder" mean here?
I don't understand the underlined sentence.

"Is it any wonder that more people are willing to try to lie their way out of difficult situations? If it is OK for our leaders, why isn't it OK for everyone?
If children learn from what they see, their not being truthful will be a big price for the country to pay."

(excerpt from: Lorraine Dusky, "Yes, Sometimes Lying Is Right Action to Take")

"Is it any wonder that more people are willing to try to lie their way out of difficult situations? it is OK for our leaders, why isn't it OK for everyone?"

I don't understand what this underlined sentence means either.
What does refer to 'it'?

You've missed out a crucial word—If.

If it is OK means 'If lying one's way out of difficult situations is OK'.

Thanks a bunch. And I also have a question.

"Is it any wonder that more people are willing to try to lie their way out of difficult situations?"

Shouldn't "more" be a comparison? What does "more people" mean?
I think that means "Is it any wonder that people are more and more willing to try to lie~...", it is right?
