Is it correct to say that,"I gave him a chair to sit" or we can say that" I gave him a chair to sit in/on." My teacher used to say that when someone sits on a chair which consists arms then we can say that he is sitting in a chair otherwise we say he is sitting on a chair.

Is it correct to say "I gave him a chair to sit on"?

Yes!

It's also correct with "in" at the end. It's not correct to end the sentence with "sit".
