Is it correct to use a verb “foresee” in this sentence?

Is it correct to use a verb “foresee” in this sentence or is it better to rephrase it:
The project also foresees providing support to agricultural small holders. (meaning that this is one of the project objectives).

Yes, you could use that. You could also use "anticipates", or you could rephrase it simply to say "The project will also provide support to..."
 
Are you proposing that the project will actually provide this support? Then you should probably state that and not "foresee" anything.

I don't know if you should personify "project" in a formal proposal.
