Is it correct?
 
Change the question mark to a full stop (period) and it's OK.

Please note that a better title would have been Squatters.

Extract from the Posting Guidelines:

'Thread titles should include all or part of the word/phrase being discussed.'
 
I would leave out an and it.

Squatters who live in unoccupied property should be forced to leave.

I would use the "an". The "it" is optional.
