[Grammar] Is "running" a verb?

In the above sentence, I know that "is" is the verb and "running" is a present participle. Is "running" also considered a "verb"?

Similarly, are "past participles" also considered verbs? For example, in the sentence below, is "done" considered a verb:

He has done his homework.

I believe it is, because 'is' is an auxiliary verb and 'running' is a main verb.
