Dictionary.com gives entries for both words as follows,

Primary:

adjective
first or highest in rank or importance; chief; principal:his primary goals in life.
first in order in any series, sequence, etc.
first in time; earliest; primitive.

Paramount:

adjective
chief in importance or impact; supreme; preeminent:a point of paramount significance.
above others in rank or authority; superior in power or jurisdiction.

Maybe primary carries idea that person/thing is very important/the best of the best amongst equals/the highest quality in the same sequence or order because it is the first, and comes before everything else, while paramount means that person/thing is the most important because it is the highest, and is found above everything else.

Are you asking about prime or primary?

@5jj Sorry it was a typo. I meant to ask about the word primary.
