1. It’s time for you to go home.
2. It’s time that you went home.
(By me)

These two sentences have similar meaning, but the second one is politer and milder. Is my understanding correct?
 
In my opinion, the words themselves (in this context) have very little bearing on whether the utterances are polite or mild. The tone of voice and demeanour of the speaker would determine that.
