Is this OK? Does this mean that in the past we could do something easily?
 
Suniljain, I'd like to suggest that you construct a few sentences including "It could have been done easily" to make sure you understand it correctly.

It's something that wasn't done but could have been done. The person saying it probably wishes it had been done.

(There has to be some context for that.)
 
It could also mean that something was done in an awkward or difficult way when, in fact, it could have been done more easily.
 
The OP can try to use it as a main clause followed by a conditional clause.
