I heard "That's how it's with me, Matt". That makes perfect sense, given what the man has just said.

It wouldn't be natural to elide it is​ in that statement. Plus, she uses the wrong vowel for the mystery word to be "how" in her American accent.
 
She has a nondescript American accent. I've just run the clip through a program called The Amazing Slowdowner to see if I could glean anything by running it slower. Alas, it remains a mystery to me.
 
I think you're right, Piscean. The film lost a few frames at some point. The lost frames contained the vowel in "is", leaving "that's how it's with me, Matt." When it was recorded, the sound track contained "that's how it is with me, Matt."
 
I know you said there are no subtitles/scripts online but do you happen to know the name of the movie?

Thanks to all of you. Almost everybody agrees with my Californian friend, so I think we can consider this question solved ("Oh, that's how it's with me, Matt"). To andrewg927: The movie was called Shock.

I don't think it happens to be a 1946 movie named "Shock". It's the only movie from around the 50's I can find with that name but none of its characters is Matt or Billie. Though it's nice because it is free on Youtube. The movie is just a little over an hour and worth watching if you are into noir.
