The Chinese translations for the two sentences are the same. I wonder if they are interchangeable.
 
They can be. I would say:

You should rest.

Or:

You need to rest.

Or:

Rest!

I think it could depend on who is talking and their authority, etc.

I wonder if the second sentence shows the speaker has more authority than the first one while the first one is just an ordinary suggestion.
 
1 is neutral and non-threatening.

2 might also be so, but if the person saying it has authority it may also be a bit menacing. The tone of the speaker's voice would be important in discerning the intended meaning.
