Are these sentences correct:

1) If he is too loud, it is not that he's angry. It's just that he's forgotten to wear his hearing aid.
2) If he is too loud, it's just that he's forgotten to wear his hearing aid.
3) If he is too loud, it's that he's forgotten to wear his hearing aid.

They are correct, but 3 is not natural.

All three are fine. You don't need to use just in the explanation part but it does add meaning.
 
They work better for me with just.
 
I would use "because" there, thus:

If he's too loud, it's because he's forgotten to wear his hearing aid.
