Whatever gibberish from this spokesman, let’s just focus on the use of English.
With regard to the use of ‘might’, will the meaning change if I use ‘might have’ instead of ‘might’?

I would put might have been there. In other words:

It might have been the US army ....

In case you missed it, Tarheel would also use the definite article before "US Army", as would I.
