Do you think "with the spring breeze blows" is grammatical? It seems to me should have been "with the spring breeze blowing". I am not absolutely sure.

We know what breezes do.

It shoots up again with the spring breeze.

Or:

It shoots up when the spring breeze blows.

The simple present tense is preferred since it is a regular occurrence.
