I've noticed the same error in several of your questions. When you start a question with "Is", don't repeat the word. The simplest conversion of a statement into a question contains the same number of words:

The dog is black. (4 words)
Is the dog black? (4 words - the only difference is the position of "is".)
Is the dog is black? Wrong.
