If I say,

"It's a shame you didn't pass the exam"

Does it mean that you should be embarrassed and feel guilty about not passing the exam?

No. It's an expression of your sympathy for the person's disappointment.
 
I am not a teacher.

It's equivalent to, "It's a pity".
