b. The newspaper says it will stop publishing its digital edition and print edition.

1. Are they both correct?

2. Do they mean the same (i.e., are
they interchangeable)?
 
They mean the same thing. Sentence two is unnecessarily wordy and not natural.
 
Number 2 is very natural, but keep in mind that newspapers don't talk. Publishers do.
