Would you please elaborate on the meaning of this sentence? It's a bit vague to me.

It's not so much that I don't want to go, but I just haven't got time.

The reason that I am not going is that I don't have time, it's not because I don't want to go.
 
Although using "It's not so much that ..." suggests that at least a small part of him doesn't want to go! If it had said "It's not that I don't want to go", then I would agree that he did want to go.
