Is "in" needed?

No. You can omit it.

Bob: It's cold here.
Rob: Why don't you turn the heat on?
Rob: I don't mean inside. It's cold here in Bismarck, North Dakota. And it will take me a while to get used to it.
Bob: How long will it take you?
Rob: About three months.
Bob: Winter is almost over by then, isn't it?
Rob: Not here.
