Does "last summer" mean "the summer of last year"?
Does "this summer" mean "the summer of this year"?
Does "next summer" mean "the summer of next year"?

"Next summer" can mean "the summer that comes next after now" or "the summer of next year," can't it?

Normally, yes. It could sometimes change depending on context and the sentence. You haven't given us one.

"Next summer" can mean "the summer that comes next after now" or "the summer of next year," can't it?

If it's springtime now, then the summer that follows is 'this summer'. You can't use 'next summer' to refer to it.
