With "lay", only "in/on a/the bed" are possible. To use "to bed", use "put", not "lay". They have different meanings. Can you work out the difference?

"She laid the baby on the bed" simply refers to her action and the eventual position of the baby, on whatever bed is being referred to. There could be all sorts of reasons why she did it and it could be any time of day. The baby could be asleep or awake. It doesn't matter.
"She put the baby to bed" means that she put the baby in its own bed and went through their usual bedtime routine because it was time for the baby to sleep.
