I came across such a phrase in a textbook: the top and the second layer of the skin.

But I think the correct form is: the top and the second layers of the skin.

Am I right? And what about "the top and second layer"?

I'll appreciate if any native speaker tells me about it.

I think both are acceptable.
The top and the second layers of the skin presents no problems. Plural.

The top and the second layer of the skin could be interpreted as: the top (( layer) of the skin) and the second layer of the skin.
