legality of the initiated interdiction — another euphemism

Hi, it's about the legalisation of the Israel targeted killings. I can't understand, why "interdiction" is an euphemism. Is it an interdiction of the "actions taken by the IDF"?
"On January 18, 2001, a top-secret legal opinion signed by Finkelstein [chief of the Military Advocate General’s Corps] was submitted to the prime minister... the document opened with this statement: “In the framework of this opinion, we have for the first time set out to analyze the question of the legality of the initiated interdiction”—another euphemism—“actions taken by the IDF..."

Yes, it seems that 'interdiction' is a euphemism for 'targeted killing', or, in other words, assassination.
