Does the sentence 'Let me know if you have any trouble' have two meanings depending on the context?

1 Let me know if you have any trouble. = Let me know whether you have any trouble.

2 Let me know if you have any trouble. = If you have any trouble, let me know.

Most times, it means the person does not want to be bothered unless there is trouble.
