"Why did you not call me when you heard the news," Lily asked Mr Tan

In reported speech, which of the following is the correct sentence?

1. Lily asked Mr Tan why he did not call her when he had heard the news.

2. Lily asked Mr Tan why he had not called her when he had heard the news.

Both are OK, though I prefer the second. However, in both I would use "he heard" not "he had heard".

Lily asked Mr Tan why he hadn't called her when he heard the news.
Lily asked Mr Tan why he didn't call her when he heard the news.
